Meet the Team
Margaret White, President
Margaret has twenty years of experience in the construction industry. She is an innovator, an assertive player with a positive attitude. She brings purpose into her work, including the projects she builds. Margaret takes great pride in supporting others to meet their goals and has a proven track record of creating and nurturing career paths of others over the course of many years.
As president of California Construction Compliance, Margaret is responsible for developing and overseeing the implementation of local hire programs and ensuring project compliance. She assists developers in presenting, reviewing and negotiating local hire and Minority & Women Owned Business target programs. She works with general contractors to draft subcontract compliance exhibits and ensure subcontractors remain in compliance with all federal and state prevailing wage regulations. She oversees local hire and labor compliance, to ensure all parties succeed in their roles and ensures processes are clear and easy to understand. Margaret has created many jobs for local residents on various affordable housing projects within the City and County of Los Angeles.
Margaret began her work in an administrative capacity and has grown into senior project management with a strong focus in workforce development and local hire. In her spare time, she teaches pre-apprenticeship, spends time hiking and enjoying Los Angeles with her family. She has held these positions with Cobalt Construction Company, a large multi family general contractor, CIM Group, Cannon Constructors South, another large multi family developer and Factory_OS, a modular housing factory located in Northern California.
Margaret has her LEED AP certification and construction management certificate from University of California Los Angeles. She acts in an advisory role to several workforce organizations including Maxine Waters Employment Center and Career Expansions, a pre-apprenticeship training partner.
Ana Alexander, Labor Compliance Manager
Ana Alexander is an experienced Labor Compliance Manager at California Construction Compliance, where she applies her in-depth knowledge of construction industry regulations to ensure full compliance with both federal and state labor laws. Ana began her career as an Office Administrator at Larrabure Framing, gaining a strong foundation in the day-to-day operations of a construction company. As her career progressed, Ana expanded her skill set to include project estimating and labor compliance roles with JT McGregor Custom Works. These positions allowed her to develop a comprehensive understanding of labor compliance requirements, and she has since become an invaluable asset to the team at California Construction Compliance. Ana has built strong relationships with numerous agency representatives, enhancing her ability to support clients in navigating complex regulatory landscapes. Her dedication to maintaining compliance standards is matched only by her commitment to providing exceptional support to her colleagues.
Outside of her professional role, Ana nurtures her creative side through art projects, offering a relaxing outlet for her imagination. She also enjoys attending concerts and spending quality time with friends and family. Ana's greatest passion is travel, and she particularly loves weekend getaways to New Orleans, where the vibrant culture and exquisite cuisine never fail to inspire.

Chevon Underwood, Chief Financial Officer
Chevon Underwood is a finance and operations leader with extensive experience in business administration, organizational systems, and community impact. She currently serves as the Chief Financial Officer for California Construction Compliance (CCC), where she oversees budgets, financial infrastructure, HR operations, and organizational planning. She holds a Bachelor of Arts degree in Business Administration from Philander Smith University (formerly Philander Smith College).
Chevon began her career in customer service and operations, developing a strong understanding of how businesses function from the ground up. She brings a people-first approach to financial and operational leadership, with a focus on efficiency, equity, and community impact. Actively involved with Power2Workers, Chevon supports workforce development and initiatives that expand access to economic opportunity.
Ruby Cohen, Compliance Specialist
Ruby Cohen is a Compliance Specialist at California Construction Compliance, where she leverages her expertise in prevailing wage compliance to ensure compliance with federal and state regulations. Prior to her current role, Ruby worked as an advisor and nurse's assistant in the mental health services industry, where she developed strong interpersonal and communication skills.
Ruby is passionate about staying up-to-date with the latest developments in her field and is actively pursuing continuing education through LCPTracker academy. Her dedication to ongoing professional development allows her to provide clients with the highest level of expertise and service.
When she's not working, Ruby enjoys expressing her creativity through painting, sculpting, and graphic design. Her artistic pursuits provide a welcome balance to her rigorous work in compliance and allow her to unwind and recharge. Ruby is a driven and talented individual who is committed to excellence in everything she does.
Emily Zepeda, Compliance Administrator
Emily Zepeda is a Compliance Administrator at California Construction Compliance, bringing her passion for justice and ambition to the role. With a background in Criminal Justice/Criminology, Emily is well-versed in navigating complex regulations and ensuring compliance with federal and state laws.
Driven by a desire to excel, Emily is always setting new goals for herself and striving to achieve greatness within the company. Her unwavering dedication and commitment to excellence make her a valuable member of the team at California Construction Compliance.
In her free time, Emily enjoys immersing herself in a good book or going out with friends. Her love for reading not only allows her to relax and unwind but also enhances her critical thinking and problem-solving skills.
Ariana Campa, Compliance Administrator
Ariana Campa is a compliance administrator with a wealth of experience across various fields. She is of mixed race, with Mexican and African American heritage and has spent her entire life in Los Angeles, California. Ariana is a proud alumna of Pacific Palisades High School where she graduated as a dolphin. She is currently pursuing a bachelor's degree in business administration at the University of Arizona.
Ariana's career journey has been varied, having worked as a casting assistant for SAS Movie Studios, and in marketing for LA Apartments, a property management company. Her interest in compliance led her to eventually head a compliance team before transitioning to her current role as a Compliance Administrator.
In her free time, Ariana enjoys playing video games, watching horror films, and collecting Kpop albums, with a collection of around 250 albums. She is also a talented artist who specializes in realistic portraits.
Kourtney Downey Labor Compliance Administrator
Hi, my name is Kourtney and my role here at CCC is Labor Compliance Administrator. A few things I do here at CCC are reviewing Division of Apprenticeship Standards forms, collecting Training Fund Contributions and union fringe current reports, running SAM.gov reports, DIR E-CPR audits, and keeping track of all the work in the Compliance Trackers for weekly reporting.
In June 2024 I graduated from Riverside City College with my Associates of Arts in Social and Behavioral Studies and associate in science in Administration of Justice. In December 2025, I graduated from California State University, San Bernardino with my Bachelor of Arts in Sociology. I am also a proud member of Alpha Kappa Alpha Sorority, Incorporated. I plan on pursuing my master's after taking a much-needed break from school.
In my free time I like to watch anime, play video games, and read romance books. I also want to start traveling the world by starting off with different states and then traveling to countries.
